I've been getting a ton of promos from Bay Area rapper Slo-O (as in, he's so laid back his flow is slowwwoh) for years, but I hadn't really checked out any of his songs until recently. He's been rapping since 2002 - his debut CD-R is still available on cdbaby - but most of his appearances have been on the kind of records, like Rappin 4-Tay, that don't really make it out to the East Coast. At some point over the past few months, however, he started getting rappers like Styles P and Freeway to collaborate with him and I've been seeing his name pop up a lot more frequently. It's unlikely he'll be getting play on any of the New York area stations in the near future (well, I could be wrong on that, seeing as how LA's Big Boy is now running NY rap radio) but if he puts out a few more songs like Right Back In I'll have to start checking for him.
